Objectivity is the foundation of a credible credential — so PCI actively identifies and removes anything that could bias a decision.

Impartiality means that certification decisions are driven by evidence against the standard and nothing else — not money, relationships, or organisational interest. Because threats to objectivity are inevitable in any certification body, PCI's job is to find them and manage them, openly.

Separation from preparation

PCI keeps certification structurally separate from training. Certuvo provides preparation as PCI’s platform; it has no role in setting the cut score or in any certification decision, and completing its courses confers no advantage. This separation is the single most important safeguard of impartiality — and it underpins the certification-decision policy.

Managing threats to objectivity

  • Personnel declare conflicts and are excluded where one exists
  • Relationships that could be seen to influence outcomes are identified and managed
  • Commercial activities are kept from influencing assessment and decisions
  • Financial structures avoid incentives that would reward passing candidates

Governance and accountability

Impartiality is overseen by PCI governance, including the committees responsible for fairness, and is examined as part of internal audit. Anyone — candidate, member or member of the public — may raise an impartiality concern through the complaints process.

What impartiality means when you apply

Impartiality is not only an internal control — it sets out what every candidate can expect, and what PCI asks of you in return. You can expect that your result reflects performance against the published standard and nothing else. Your employer, your training route, your membership grade and your chapter carry no weight in the decision, and no one with a personal or commercial interest in your outcome takes part in reaching it.

In return, PCI asks candidates to help protect the same objectivity:

  • Declare any personal or professional relationship you know of with someone involved in your assessment, before the assessment takes place
  • Do not offer — and report if offered — any inducement connected to a certification outcome
  • Raise doubts early: a concern flagged before a decision is easier to safeguard than one raised after it

If a conflict comes to light after a decision has been made, the decision is re-examined under the decision-review process by people who took no part in the original judgement.

Step by step

How an impartiality concern is handled

Anyone may raise a concern — you do not need to be a candidate, and you do not need proof, only a reasonable basis. The process is deliberately simple:

  • Submit. Use the complaints form, describing what you observed and, where relevant, who was involved.
  • Acknowledgement. Receipt is acknowledged promptly and the concern is logged, so it cannot be quietly dropped.
  • Independent assessment. Someone outside the decision chain in question reviews the facts and the safeguards that applied.
  • Outcome. You are told the conclusion. Where a safeguard failed, corrective action is raised and tracked under continuous improvement.

Raising a concern in good faith never disadvantages a candidate. And the record matters as much as the individual outcome: patterns across concerns feed the threats register, so a single report can strengthen safeguards for everyone who follows.

In practice

How impartiality is protected day to day

Impartiality is engineered, not promised. PCI maintains a threats register — financial, familiarity, self-review and intimidation threats are named, and each carries a safeguard: separation of duties, recusal rules, independent appeal panels and disclosure requirements for anyone touching a certification decision.

Concretely: no one who trains a candidate assesses that candidate; no one who made a decision hears the appeal against it; and commercial performance is never a factor in any pass, award or sanction. If you believe impartiality has been compromised, raise it through complaints or, where it concerns conduct, the ethics report — reviews are conducted by people outside the original decision chain.
