Why a recognised standard matters for public programmes
Public programmes are delivered under scrutiny that few private projects face: transparency, value-for-money and accountability to the public, with independent reviews a routine part of delivery. That makes demonstrable, auditable competence in project controls not a nicety but a governance requirement.

Why this matters
This matters because a credential earns its value from substance, not marketing — clear standards, fair process, transparent governance and honesty about status. Everything here is written to that test: useful to professionals and employers, and never claiming more than is true today.
PCI builds in the open. That means being candid about what is in place and what is still developing, designing around the ISO/IEC 17024 personnel-certification principles, and never implying recognition it does not yet hold. That honesty is part of how trust is earned.

Running a capability programme
Public bodies rarely lack controls people; they lack a consistent definition of what those people should be able to do. A capability programme built on an external standard usually runs in this order:
- Baseline honestly. Map current skills against the domains of the Body of Knowledge — planning, cost, risk, earned value, finance and governed AI — to see where the organisation is thin.
- Define role families. Decide what a planner, cost engineer or PMO analyst must evidence at each level, in the organisation's own language but anchored to the external standard.
- Sponsor candidates. Support staff through preparation and certification, prioritising the roles where forecasting credibility matters most.
- Embed governed AI. Adopt disclosure and validation habits for AI-assisted analysis before the tools are everywhere, not after.
