What a cost engineer actually does
- Estimating. Producing defensible cost estimates, from early order-of-magnitude figures to definitive budgets, with transparent assumptions.
- Cost control. Tracking commitments, actuals and value of work done against budget, and explaining variances early.
- Forecasting. Projecting final cost honestly from current performance, so leaders see where a project is heading.
- Earned value and analysis. Integrating cost with scope and schedule to measure real progress and read the indices.
- Change and commercial. Capturing the cost impact of change so value is protected rather than eroded.
How the role is changing with AI
AI is taking on more of the mechanical side of cost engineering — automating estimate checks, surfacing cost risks, and accelerating analysis that used to take days. Used well, that frees a cost engineer to spend more time on judgement and less on spreadsheets.
But an unchecked AI estimate or forecast is a liability, especially on thin margins. The skill that matters now is governing the tools: validating what AI produces, explaining it, and owning the numbers that go to a client or a board. That is the competence the PCL-AI certifies.

What a defensible basis of estimate contains
An estimate without a written basis is just a number. The basis of estimate is the document that lets someone else — a reviewer, a sponsor, a successor — reconstruct how the figure was built and decide how far to trust it. Experienced cost engineers treat it as part of the estimate, not an afterthought.
Scope and method
State exactly what is priced, what is excluded, and which method produced each part — first principles, unit rates, factoring or benchmark analogy — and why that method suits the current design maturity.
Data and assumptions
Record the source and date of every rate, quote and benchmark, plus the productivity and escalation assumptions applied. Any figure that cannot be traced back to a source is a weakness a reviewer will find.
Allowances vs contingency

How a senior cost engineer reads the monthly numbers
The habit that separates experienced reviewers is the order of the questions. Before explaining any variance, reconcile the three data streams — commitments, accruals and actuals — because much of what looks like an overrun at month end is timing between them. Then set value of work done against cost incurred: if cost is running ahead of earned progress, the forecast is already wrong, whatever the ledger says.
Only after that does the estimate at completion deserve comment. Three challenges are worth making every month:
- Is the remaining-work estimate live? A forecast built as budget minus actuals is arithmetic, not forecasting. Ask when the estimate-to-complete was last rebuilt from current productivity.
- Does contingency drawdown match progress? Spending risk money faster than the project earns progress is an early warning, not an accounting footnote.
